Exclude non user visible changes from semantic release success message

This is now possible as per semantic-release/github#361 (comment)

I think in rikaikun's case, the solution is to allow posting on all non PRs (since the issues in scope are only the ones mentioned in PRs and all of them should get comments) and for PRs check that the title includes "feat or fix"
