[DOCS] Citation section #465

Just an observation (I don't really have suggestion to fix this as of right now, but will think of one)

I find the citations spread out across the homepage rather awkward (note not bad) to navigate. There are a bunch of publications associated with this repository, each with their own subsection with 1-2 citations each. Then down in the Citation section, there are no citations, just a "please cite if you use this".
Maybe we can put the CITATION.cff's contents here? IDK, for an example see AnnData's homepage.

The homepage does not have a small blurb about the "User Guides" section, it would be nice to have one, maybe above the examples section (it is in the bottom right corner as the next page) but a sentence or two describing what's contained in there would be great.
