docs: automated announcement bar

• Created a script that adds/removes the announcement bar in the documentation. By default, it retrieves the latest release and add its info in the www/docs/announcement.json file. If the --expire option is passed, it checks if the www/docs/announcement.json file was created more than 6 days ago, and if so removes the content of the file.
• Created a GitHub action that is triggered whenever a new release is published to add the announcement bar.
• Created a GitHub action that runs every day and does the checks necessary to then remove the announcement bar after 6 days from its add date.
