docs: update Typedoc and regenerate references

• Update Typedoc and its plugins to the latest versions
• Regenerated the Services and JS Client references
• Updated the Generate Reference action to run on push to master and to open a pull request instead of automatically pushing to the repository.
• Added Generate JS Client Reference action to run on push to master and to open a pull request with the changes
