Add docs on how to audit CHT activities for User accounts

There was some interest in how to audit users accounts. We should publish docs that cover this topic including, but not limited to reporting on:

• list of users
• logins by date
• syncs by date
• user creation
• user deletion
• user password change
• user role change (permissions)

Just checking - are you part of the C4GT program? If yes, I believe that the project doesn't kick off until May?

@mrjones-plip you are correct that the C4GT Mentoring program will kickoff later in May. However, contributions from participants as they get acquainted with the codebases are most welcome.
