Remove or refactor dynamic stability classes #268

Description

The following files related to dynamic stability are outdated and do not work:

pyDynamicPerformance.py
pyPerformanceClass.py
pyWeightAndBalance.py
pyWingCG.py

These should be refactored to work with our current optimization framework. It might also make sense to move this capability into a different repo.
