Add rel note for Firefox 147 view transition types support

Description

Firefox 147 adds support for SPA view transition types; see https://bugzilla.mozilla.org/show_bug.cgi?id=2001878.

This PR adds a rel note to cover this support addition.

Note that the view transition types link won't work until #42187 is merged.
