feat: Replace the Pascal VOC eval utils with a proper mAP evaluator

The previous Pascal VOC eval utils were only able to produce the prediction results text files which then needed to be fed to the official Matlab evaluation algorithm.

The new evaluator computes the average precisions and mAP directly, eliminating the need for using the Matlab scripts (or other third party modules).
