libusb0.sys filter driver may not work with some USB devices (please report issues here)

Take note there is no gurantee that libusb0.sys device filter (which functions as a upper filter) will work for all the USB devices.

One example is the following report. It is most likely that libusb0.sys filter may not work with the Mi dual mode Wireless Mouse USB receiver.

Another potential issue is with FT232R USB to Serial devices. But the following issue may be more related to libusb-1.0 Windows handling of the libusb0.sys filter driver.
