Import of annotation projects not working

* Whombat version: HEAD
* Python version: 3.11
* Operating System: Ubuntu

### Description
Importing an annotation project does not work, it only imports metadata, but no annotations or tasks are imported

### What I Did
Make some annotations, download the project.
I expected the project to be in the same state as on download.
