fixes:

Update packages
use async/await in built service worker
fix ts errors
make it work when JS is disabled by default: try removing the reverse rule first, and if that works, the default is what we wanted, otherwise insert the new rule

except for webpack/sass which is scary Needs Node 14 max

this makes it work for both js default on as js default off
