IGNORE_SSL_TOOLS not respected in server_lowlevel

Thanks for the nice project.

I ran into an issue when setting IGNORE_SSL_TOOLS=true I still get SSL errors when in low-level mode. The verify parameter is not being passed to requests.get in this case:
