Remove PYTHONDONTWRITEBYTECODE #1016
Description
This is a followup from matrix-org/synapse#9502 (review), on this line, to remove and allow python to write+cache bytecode.
Though for sytest specifically, there may be some arguments for and against doing this, though atm i don't see any, i'll make this "just" an issue for now.
