As per MSC1763, 'Retention is only considered for non-state events.', so don't filter out state events based on the room's retention policy.

This PR ports two commits from
synapse-dinsicwhich contain logic for room-level retention policies:These two commits (which are the biggest part of the diff) have already been reviewed in their own PR. The other commits are fixing linting or failing tests.
