Implementation of room versioning, as specced at matrix-org/matrix-spec-proposals#1425.

... to save me reverse-engineering this stuff again.
This is the first tranche of support for room versioning. It includes:
 * setting the default room version in the config file
 * new room_version param on the createRoom API
 * storing the version of newly-created rooms in the m.room.create event
 * fishing the version of existing rooms out of the m.room.create event
Reject make_join requests from servers which do not support the room version.

Also include the room version in the response.

Currently this references 'vdh-test-version' as a placeholder for a version that isn't version 1, so that I can test this stuff. Once version 2 is ready, we can s/vdh-test-version/2/

I'm not convinced about doing these checks twice, instead of trusting Config

why would we trust config ? Note that it's the dict from the client, as opposed to self.hs.config

I wonder whether its really a good idea or not to expose this as a config option? Its definitely not the sort of thing that I'd want most people to pin, outside of testing.
