I don't see any reason that this API couldn't be run on workers, but need to double check.

This is maybe blocked behind being able to actually test this? Which would need both matrix-org/complement#351 and #12638.

We have very basic tests here (matrix-org/complement#467), but I'm confident they'd cover the main use-cases we care about.
