Historical spec builds don't say they're historical

Issue

The deployed version of the v1.13 spec is the spec-historical artifact, but the spec doesn't say it's old. This issue was introduced in v1.13 and is a problem in v1.14 too (through local/manual verification of the artifact).

v1.12 is unaffected: https://spec.matrix.org/v1.12/

I've manually fixed this for v1.13:

it's an ugly copy/paste of the v1.12 element with inline styles because I guess unused classes get compiled out.
