Anonymous Reactions

As far as I know anonymous reactions are currently not supported with Matrix.
It would be great if that could be allowed (maybe optionally).
Then also the Mautrix Telegram bridge would be able to exchange reactions with with Telegram.

I'm moving this to the matrix-spec repo, as it's more of a protocol feature than something specific to synapse.
