New admin web UI (tuwunel-admin)

I recently setup a small tuwunel instance (pretty cool!), but found the !admin chat interface very difficult to use. Ended up building a simple web admin UI abstraction on top of the admin chat interface.

It's available at https://github.com/knadh/tuwunel-admin in case anyone else wants to try it out.

@DaBaldEagul bulk of the business logic in the program is constructing and parsing admin command strings and markdown responses and interfacing with the chat APIs.

An admin module built into tuwunel wouldn't need any of that. The admin HTML templates UI/UX can be reused and repurposed, but ~90% of the external implementation would be pretty useless inside tuwunel. Just saying that it'll have to be a clean/new implementation with the HTML templates reused, at best :)
