According to [spec for genesis config](https://github.com/0xPolygonHermez/zkevm-node/blob/0cbb92074d7be4a98ed91aa10ca42d6318028cd8/docs/config-file/custom_network-config-doc.md), `polygonZkEVMGlobalExitRootAddress` is not supposed to be a block number

According to spec for genesis config,
polygonZkEVMGlobalExitRootAddressis not supposed to be a block number.I'm assuming it meant
genesisBlockNumberinstead
