feat(labs): add aria accordion component

This CL adds a new <md-aria-accordion> component, which implements the
accordion and
disclosure design
patterns. Both patterns toggle content visibility using an element with role
button and manage its aria-expanded and aria-controls attributes, but the
accordion pattern expects the button to be wrapped in a heading, which can be
optionally specified using this component's headingLevel property.

This element also follows conventions from <details>: the open property can
be used to get or change the open state, the element dispatches a toggle event
when opened or closed by the user, and the name property can be used to assign
many accordion sections in the same tree to an exclusive group.
