[BottomSheet] Investigate bottom sheet gesture spec and update behavior

The bottom sheet behavior to dismiss a sheet by swiping down changed between 1.1 and 1.2 of the library.

The correct dismiss threshold, velocity and all related gestures/behaviors should be investigated by design to validate correctness or create new guidance.
