This PR removes the actionlint configuration file that was previously used to suppress a linting warning about unknown permission scope "models" in the moderation workflow. The deletion is based on the assumption that actionlint version 1.7.8 (#1048) has resolved the underlying issue, making the suppression configuration redundant.

• Removes the entire .github/actionlint.yml configuration file
• Eliminates the workaround for actionlint issue #548 regarding unknown "models" permission scope
