Parser does not ignore commented lines in the base file

Currently, commented-out lines (i.e. those beginning with #) in imported .txt files are being treated as if they were valid lines.

Parser should instead ignore these lines completely, preventing unnecessary system, hyperlane, nebula, and setting value imports.
