Add Trickuri reference to URL Display Guidelines

The Trickuri URL display testing tool was designed to augment the URL
Display Guidelines documentation to enable testing against the
guidelines. Add a link to the tool to the guidelines doc.

## Testing URL Displays

Chromium's open-source [Trickuri](https://github.com/chromium/trickuri) tool is a Go-based proxy server designed to enable manual testing of URL display behavior.
