Moderators and admins don't have private or public indicators for models not owned by them #4421

Describe the bug
Models owned by an admin or moderator user show a lock icon for private models and an eye icon for public models. For models not owned by the same user there is no indicator if the model is public or private.

As a moderator or administrator, I want to avoid crossing boundaries with users and an indicator will tell me if I can download or even look at a model that I don't own.

To Reproduce
Steps to reproduce the behavior:

  1. As an administrator, browse to the /models page to view all models.
  2. Private models owned by the user should show a lock icon. Public models owned by the user should show an eye icon. Models not owned by the user show no icon

Expected behavior
The indicators should extend past just the users to administrators and moderators

Additional context
Perhaps a variation of #4341 is necessary for administrators and moderators. Moderators don't need to see half-finished models or something that a user wants to be kept private. Moderators only need to know or see these models when there's a problem reported.
