Credit memo tax error - off by 1 cent

Preconditions and environment

• Magento version: 2.4.6-p1
• Tax calculation settings
  
• Cart price rule
  

Steps to reproduce

1. Create a sales order with discount
   

2. Create 1st credit memo with 1 Qty
   

3. Create 2nd credit memo with 1 Qty
   

4. Create 3rd credit memo with 1 Qty
   

Expected result

The tax amount of the credit memo should be the same.

• 1st: $19.00
• 2nd: $19.00
• 3rd: $19.00

Actual result

• 1st: $19.00
• 2nd: $19.01
• 3rd: $18.99

Thanks for reporting and collaboration.

Verified the issue in magento 2.4 dev instance and the issue is reproducible.

We are seeing tax error off by 1cent in the credit memos.
