Price filter shows prices including tax while Catalog Prices are set Excluding tax

Preconditions and environment

• Magento version: 2.4.6

If the catalog prices entered from Magento Admin include tax. and 'Display Product Prices In Catalog' are set to Excluding Tax. The price filter still shows the price including tax. While the product prices are displaying excluding cache.

Steps to reproduce

1. Set Tax -> Calculation Settings -> Catalog Prices to Including Tax
2. Set Tax -> Price Display Settings -> Display Product Prices In Catalog to Excluding Tax
3. Reindex and flush cache
4. Navigate to a category page, and check out the price filter.

Expected result

Price filter should be showing the prices excluding tax. To properly match the product prices in the category.

Actual result

The price filter is still showing prices Including Tax. And when filtering in a price range, it will show products out of the range.

Small thing to add, to better visualize the filters. Is to set the price navigation step to 1, so the price range will be $18.00 - $18.99.
