balloon_show() / balloon_gettext() don't work in MacVim

Right now `balloon_show()` and `balloon_gettext()` functions don't work properly in MacVim. This should be implemented.

The test `Test_balloon_show_gui` is also disabled in MacVim as a clutch to pass CI. It should be re-enabled when this is fixed.
