This seems challenging because the localization support for browsers is specific to the apt package, and there doesn't appear to be a way to change the default language without modifying the Docker image. An image that includes all languages would be quite large. If you're not considering best practices for container deployment, perhaps you could run a script before launching the browser to achieve this? I haven't looked into this issue in detail, but I hope this helps.

For firefox you can change it when downloading the binary:

You would need then build the custom firefox by ./build -a firefox.
