Import order, handle static imports

From my testing with the import order stuff in the test project, it just puts static imports at the bottom in whatever order they were already in, not doing any sorting.

Not sure what the best way to handle this would be, maybe just a separate option to say if they go on top or bottom, or change the syntax of the ordering file to be able to denote if each line applies to static imports or not.
