feat(extensions): move Statistics into a separately shipped extension - #226

Add extension system: per-extension worker host, controller, manifest validation, routes, WebUI page and panel. Statistics now lives in ts/src/extensions/statistics and ships as its own zip, not in the binary. Add build/package scripts, release workflow step, docs and tests.
