Added preserveTags param to prevent uppercasing tags

Description

Added a "preserveTags" boolean param to prevent the uppercasing of tags in posts, tag pages and HTML titles. I didn't find any other way to do that with the current options, and the tag names should preserve the exact case that was entered for my use.
