Release 3.2.1 (last published: 3.2.0).

Per RELEASING.md: bumps the three version fields to 3.2.1, freezes ## [Unreleased] into
## [3.2.1] - 2026-09-29 in CHANGELOG.md (fresh empty [Unreleased] above), and renames the
RELEASE-NOTES.md section. No functional code changes — the fix below was already merged to
main under [Unreleased] (#51).

PATCH release — reported by Stellantis on a 3957-site batch:

Added

  • Distinct NotFound outcome + fail-fast on HTTP 404: a missing/deleted/malformed-URL site is
skipped (badge / KPI card / advisory) and no longer retried 5× (~5 min/site).

Changed

  • Site URL normalization: sharing-link query strings/fragments (?xsdata=...&sdata=...),
trailing slashes and whitespace are stripped and the list de-duplicated before processing, so
URLs copied from a browser/OneDrive no longer 404. Validation now fails if normalization leaves
    no usable URL.

After merge: tag v3.2.1 on main → Release workflow (GitHub Release + Publish-Script to
the PowerShell Gallery).

Tests: 167 pass.

Bump the three version fields to 3.2.1 and freeze the changelog / release notes for the 3.2.1
PATCH release (last published: 3.2.0). Contains the URL-normalization + fail-fast-404 /
NotFound fix (from the Stellantis batch), previously merged under [Unreleased].
