Description

The check-bazel-tags.sh script ensures that targets which depend on verilator have the verilator tag so we can filter them out.

This check has been failing for a long time and isn't giving us much value in CI. It looks like the check might still be working correctly and we really are missing some tags, but I personally am not sure how to fix that.
