We are using the flag new_rules in dvsim hjson files to indicate to DV test benches that certain test programs are being built with the new bazel rules and do not use the opentitan_functest naming conventions.

After all of the rules are converted, the older naming convention will be obsolete and the new_rules flag can be eliminated.
