Seaport/Shipyard ladders missing or not working

### Issue

Ladder placement is not consistent at the shipyards and sometimes its not possible to reach them or are not working.

### Proposal

* [ ] Fix the ladders at the seaport, add more ladders to the seaport and add ladders to shipyards.
