Check the `localgov_area_vote` node(s) exist before creating them

In the Boundary Source Provider sub-modules we create localgov_area_vote nodes but currently do not check if they already exist for an election - perhaps we should add a check to see if they do already exists and then offer:
a) delete and recreate them
b) skip and keep original

Affected sub-modules:

• localgov_elections_constituency_provider
• localgov_elections_ons_twenty_three_wards
• localgov_elections_ons_twenty_four_divisions *
• localgov_elections_ons_twenty_four_parishes *
