Media downloads, display the name rather than the file link

Recent discussions in Tech Drop-in reveal that we are not using the name field on media items.

Like:

My nice filename (25MB, PDF)

@danchamp mentioned this is best practice for accessibilty.

We currently only got the 'Name' field visible on the form for 'Image' media type, not for 'Document' or 'Video'.

What are the steps we need to do here?

• Enable the name field for document media type
• If there is a value in the name field, use that
• If there is no value in the name field, use the file name like we currently do

Also, this will need 2 PRs:

• LocalGov Core - Make name field available for documents when adding/editing #318
• LocalGov Base - Uses document/media name instead of file name if available localgov_base#849
