Can we remove drupal/core-dev and take any dependencies we need (Remove open telemetry)

Since Drupal core added open telemetry, that's adding an unexpected plugin tbachert/spi.
If we are not using this for core development, and I assume we are not using open telemetry yet, could we remove it?
Looking at the repo its only a composer.json package to bring in other dev dependencies which we could track ourselves.

If there isn't a need for open telemetry we could still use the core-dev package and add replace lines in the project to remove the open telemetry parts.

It would be easier to keep using drupal/core-dev rather than manually managing our own list of dev/test packages and keeping up-to-date with relevant changes upstream.

I have been playing around with performance testing using open telemetry data but nothing ready in the immediate future.
