Provide a LocalGov_examples module to demonstrate how to extend LocalGov and implement the api

Provide some example modules that demonstrate how localgov can be extended.
This is in the style of the Drupal examples project.

Examples to include

• A content type that opts into the services hierarchy.
• A content type that changes the page header (implement page header subscriber)
• An alert banner type with an image field
• A custom directory type

I would like to do this as I feel it would help with demonstrating around how a council can build some desired functionality without necessary having to build some functionality into the distribution or modules. I'm thinking particuly around the limiting alert banners to site sections which the latest release has some basic support. Would this be of interest to anyone else?
