Instead of letting the auto-update script either fail because of script
errors or letting it commit bad versions, this patch makes the update
process manual, for now. Once the script stabilizes, I will its
re-enable periodic execution.

This PR also reverts fixes several problems in CI.

@ashay Can we switch to this version f32869b the build started passing after this commit.

Hi @pashu123, I tried that version but the CI run (https://github.com/llvm/torch-mlir/actions/runs/3177965317/jobs/5178984810#step:4:119) still failed, so I went back by another version. But based on logs, if it seems like I missed some step, do let me know. Thanks for digging around for the working version, though!
