Now that PRs are suppoed to be open, the repo lockdown needs to be disabled so people can actually open them up on all parts of the repository.

They were supposed to open up today, and it's early for everyone on PST, but they technically should be open at this point. I considered just pushing this but didn't want to step on anyone's toes.

Before removing the lockdown file can we ensure #65131 lands with the areas setup for the paths we were supporting i.e. I'd like it setup for clang-format

@boomanaiden154 Thanks, for the patch. I still need to commit the CODEOWNERS file and turn on the commit list emailer before we can push this.

We should do this ASAP since we're receiving PRs that are being auto-closed. People were under the impression that as of Sep 1 PRs would be open.
