cuda isn't turned on for nvcc docker runs?

          I could add a test for this in the azure pipelines... but I noticed that cuda isn't being turned on for the nvcc docker runs. is that done on purpose?

@trws - In the Update to C++17 PR that was merged, I made changes for this. See here.

I am no Docker expert, but do you think that would be sufficient?

Now that I am thinking about it, I probably should have made a different PR for that change since it was a bit side-tracked from the C++17 update... but the Docker did pass allowing for the PR to be merge-able.

Looks good to me, I just didn't catch it was there. Glad to see it built, and will help us keep building.
