Lite alternative to laminas-diagnostics solution

As we want to have all bartlett packages installable with PHP 8.0, and it's not yet possible in the standard way.
Main reason now is https://github.com/laminas/laminas-diagnostics that is not yet compatible PHP 8.

We will replace it by lite alternative https://github.com/symfony/requirements-checker
