Add global console options :

configuration to read it from a php file that is compatible Symfony DI (implemented in Dependency-Injection with Symfony component #50)
no-configuration to ignore default configuration or even custom and run only with minimum services (see https://github.com/llaville/php-compatinfo-db/blob/3.x/config/set/common.php)
