Exposes an FFI interface for data tracks in livekit-ffi for client already adopting Rust.

Note to reviewers: all changes originating in this PR are located under livekit-ffi/

Resolves CLT-2560

Glanced through all the code in livekit-ffi/ and was able to follow things high level, looks good to me!
