chore: bump local inference to 0.2.7

[chenghao-mou]

Require @livekit/local-inference 0.2.7 so Agents JS uses the new on-device inference release. Refresh the lockfile for the package and all five native platform bindings. Keep the Silero parity test on the same version.

The native EOT, VAD, and Silero parity suites pass with the new binaries.
