[Wayland] Support ext-background-effect-v1 protocol #182
Description
Hello, supporting the ext-background-effect-v1 would allow to add a blur effect to elements that have transparency like panels, menus and also applications, this is the standard way to do blur on Wayland.
COSMIC is working on Blur with this protocol right now, and KDE already merged support for this protocol for Plasma 6.7, so it would be good to see Cinnamon support this as well for the Wayland session, so that all Wayland desktops have a standardized way to do blur :)
