cinnamon: You can add an application in a panel even when it's already added

In menu:

• You can add an application in a panel or on the Desktop, even when it's already added in this panel:

• You can remove an application from Favorites but not from a Panel nor from Desktop:

Idea: replacing Add to panel by Remove from panel when this application is already added in the panel and Add to desktop by Remove from desktop when this application is already added on the desktop.

Questions:

• When there are more than a panel, how to choose in which panel adding the application?

• How to move an application from a panel to another?

But it's not a bug and not new, right? Seems to be the normal behaviour like in LMDE7 and Linux Mint 22.x.
It's more a change request for future development if I understand you correct.
